U.S. Senator Benjamin L. Cardin (D-MD) said today, after introducing two more nominees to the Environment and Public Works Committee (EPW), of which he is a member. This afternoon, Senator Cardin welcomed to the EPW Committee Arthur Elkins, Jr., nominee for Inspector General of the Environmental Protection Agency (EPA). Earlier in the day, Senator Cardin introduced William D. Magwood, IV, one of three nominees for the Nuclear Regulatory Commission.

Nominee to be Inspector General, Environmental Protection Agency
“As EPA takes on new initiatives to better protect the environment, the role of the Inspector General will be incredibly important to ensure that regulations put forth are understood and followed to best achieve the goal of protecting public health and the environment. Arthur Elkins has devoted his career to this type of work,” said Senator Cardin.
Arthur Elkins, Jr. has lived in Bowie for the last two years where he resides with his wife Gail and son Arthur Allen Elkins III. Mr. Elkins is currently an Associate General Counsel within the Environmental Protection Agency’s (EPA) Office of General Counsel. In this position, he supervises the delivery of legal counsel, opinions, litigation support and other legal services in support of the EPA’s Information Law Practice, Employment Law Practice and Intellectual Property Law Practice.
With more than 16 years of varied legal experiences, Mr. Elkins brings to us today a strong background and a record as a strong public advocate.
His is well positioned to put his skills to good use on behalf of the American people by providing expert, independent leadership at the Inspector General’s office.

Nominee to be a member of the Nuclear Regulatory Commission
“Regardless of one’s views on the role of nuclear power across America, I think we can all agree on the need for an independent oversight authority that can provide the accountability that the nation deserves,” said Senator Cardin.
Mr. Magwood and his wife have lived in Colesville, Maryland since 1989. He has lived in Montgomery County for more than twenty years during which time he has worked for the Federal Government and several industry organizations devoted to nuclear energy policy. He was the longest-serving head of the United States’ civilian nuclear technology program, serving two Presidents and five Secretaries of Energy from May 1998 until he stepped down on May 24, 2005. Since then he has been in the private sector.
Mr. Magwood has been a staunch proponent of nuclear power technology in the United States. Among other efforts, he led the creation of the “Nuclear Power 2010” initiative, which remains the cornerstone of this nation’s new nuclear power plant efforts. Senator Cardin was particularly interested in hearing today about how Mr. Magwood intends to transition his role from that of expert industry proponent to that of an expert industry overseer.
