Cardin Introduces Legislation to Fund Violence Intervention and Prevention Programs

WASHINGTON – U.S. Senator Ben Cardin (D-Md.) today introduced the End the Cycle of Violence Act, a bill to expand violence intervention services and prevention programs for survivors of violent crimes. The House companion bill, H.R. 5855, the Bipartisan Solution to Cyclical Violence Act of 2020, was introduced by Rep. Dutch Ruppersberger (D-Md.) and passed by the House last month.

“Taking steps to provide support to survivors of violent crimes makes a big difference in ensuring they don’t become victims again. Violence intervention programs have a track record of reducing violent crime, recidivism, and hospitalization, and making our communities safer,” said Senator Cardin. “This legislation will help establish and expand programs nationwide to provide resources and tools to survivors in need, and takes an important step toward ensuring health and trauma professionals, instead of police, are delivering the care that survivors need in the aftermath of violence.”

The End the Cycle of Violence Act bill establishes a federal grant program under the Department of Health and Human Services to help states create or expand violence intervention or prevention programs to give survivors tools to prevent victimization in the future. Grants will be awarded from $250,000 to $500,000 per grantee, over a three-year period.
